Montville Township Environmental Commission

June 16, 2010

Meeting began promptly at 7:35pm.

Roll Call. Absent with excuse, James Muhaw & Victor Canning

Absent without excuse, Angelo Intile

Present: Michele Caron, Larry Kornreich, Sergio Angione, Garry Annibal & Monica Mirnecki

Minutes of April Meeting

On a motion made by Sergio Angione, seconded by Hugh Merritt the

April 21, 2010 minutes were approved.

On a motion made by Sergio Angione, seconded by Hugh Merritt the May 19,

2010 minutes were approved with corrections.

New Business

 Sub-Committees Reports

Board of Adjustment – Michele Caron, has no report.


Board of Education – Hugh Merritt

Mr. Merritt states that the Board of Education meeting was last night. There are environmental programs being planned.


Economic Development – James Muhaw absent, no report.


Health Department – Garry Annibal

Mr. Annibal reports that the Health Dept meeting was cancelled.

Open Space Committee – Angelo Intile absent, no report

Planning Board – Victor Canning absent, no report

Township Committee – Tim Braden, no report.

Every Drop Counts Grant Letter – On a motion made by Larry Kornreich and seconded by Hugh Merritt the Resolution was adopted stating that the Environmental Commission supports the submission of the Sustainable Jersey Grant funded by Walmart for the amount of $25,000 to fund the Every Drop Counts Water Conservation Program. 

Rails Steakhouse – Jim Stathis was present.  He is proposing 6 residences, 6 retail stores and Rails Steakhouse.  His plan includes using timber frame, recycled lumber or dead standing trees. Total size is just under 20,000 sq. ft.  The plan is to go LEED Silver.  Hugh Merritt is concerned about traffic in that area, parking and outdoor music. Mr. Stathis states that the parking lot has 84 parking spots.  There will be additional parking spots on the street and that there will not be outside music. Michele Caron states that her concern is the odor that the restaurant will give off.  She questioned how garbage will be contained.  Mr. Stathis responded that the garbage containers will be self contained outside of the building.  One of the parking lots will be grass pavers.  Tim Braden questioned if brick pavers are mowed.  Hugh Merritt states that they can be mowed very easily.  Michele Caron questioned when deliveries would be made.  Mr. Stathis states they would not interfere with high traffic times.  Michele Caron states that the Environmental Commission will submit written recommendation once all reports are reviewed.

Old Business

Library Rain Garden Project – Hugh Merritt states that it will take about two years to fill in.

Other Business

ANJEC  – Michele Caron reports that they can move Montville up on the list if need be.  Garry Annibal suggests the town us GIS. He would like to approach Tony Barile and Frank Bastone to see what the Township already has.

Solid Waste Renewal Group – Sergio Angione attended this seminar at Rutgers.  New products on the market are composters for schools and restaurants and the Vegawatt which turns used cooking oil into electricity.  Larry Kornreich questioned if these are products that can be recommended to local businesses.  Sergio Angione will check if these products are worth LEED points.
