PLANNING BUSINESS
The
committee discussed the first section of the proposed revised zoning ordinance
in revisions to permitted and conditional use sections.
The
committee also discussed the COAH residential impact fee ordinance approved by
COAH in March. Mr. Burgis indicated that
the Housing Plan includes the base amount permitted by COAH of $10,000 per
rehabilitation unit. He also indicated
that the municipality can decide whether to use loans or grants to make that
money available. Mr. Lipari asked what
surplus money could be used for. Mr.
Burgis indicated that it could be used for additional assistance or to build
new affordable units. Based on his
experience, Mr. Burgis says communities usually adopt a 1.5% or 1.0%
residential development impact fee. Montville’s draft
development fee ordinance filed with COAH currently lists a 1% fee; the
subcommittee continues to discuss various revenue and expense recommendations.
The
committee discussed the Open Space and Recreation Plan prepared by The Land
Conservancy of New Jersey prior to the June 9 courtesy presentation to the
Planning Board.
