MASTER PLAN SUBCOMMITTEE

MINUTES FOR MAY 17, 2012

Chairman Lewis called the meeting to order at 6:05 p.m.

Ms. Hunscher took the roll call.

PLANNING BUSINESS

Discussion of draft Circulation Element

Mr. Burgis presented an overview of the draft Circulation Element.  Mr. Barile discussed his comments previously circulated to the subcommittee.  Ms. Hunscher indicated that she previously submitted the document to the County Planner and Engineer and also NJ Transit for their review and comment.  She has not received feedback to date. 

General discussion included the improvements recommended for the area at the intersection of Changebridge and Route 202 should the by-pass roads be built; traffic calming measures on Bloomfield Avenue; legal aspects of establishing a sidewalk fund; the list of intersections that may need further evaluation; and Complete Streets.  Mr. Burgis will look into all questions and report back to the subcommittee at the next meeting.

Discussion of draft Community Facilities Element

The members had a brief discussion regarding this element, although it was decided since additional information is needed to table a comprehensive discussion.  Ms. Hunscher indicated that she would be sending letters to the Boards and Commissions that had not responded to date. 

Discussion of current trends in land use

Ms. Hunscher indicated that she has met with a number of prospective businesses whose needs the ordinance may not contemplate exactly, but which generally fit the uses contemplated for the zone.  These include training for machinists in the I zones.  The subcommittee agreed to discuss further at a subsequent meeting.  Also, there have been some concerns regarding screening for ground-mounted solar panels.  Mr. Burgis indicated that he would be preparing a memo addressing this with recommended plantings.

ADJOURNMENT 

There being no further business to discuss, the subcommittee adjourned at 8:12 p.m.
