OLD BUSINESS:
There was no old business to
discuss.
NEW BUSINESS:
PMISC12-16 NJ Badminton
Club – 2 Changebridge Rd. – B: 44, L: 1 – OB-2A – 14,000 s.f. badminton
club & training facility – Mon-Thurs 9am-10:30pm; F-Sun 9am-11:30pm –
number of employees 3 – no outdoor storage – no trucking activity – new signage
requested
The subcommittee unanimously
approved the waiver.
PMISC12-17 Henkels & McCoy//PSE&G – 85 Bloomfield Ave – B: 167, L: 28-32; B: 178, L: 1;
B: 179, L: 1 – no signage – outdoor storage of construction materials &
temporary construction trailers to serve as offices – 20 employees – PSE&G
also requesting outdoor storage of materials
In attendance for the
applicant was Kevin Boswell, PE, Boswell Engineering; Rene Avila, property
owner; Mitch Roman, real estate broker; and Matt McGinley of Henkels and McCoy,
contractors for PSE&G.
Mr. Boswell is requesting an
interim user for this property in particular a “lay down” site for PSE&G
and contractors from which to keep equipment for the expansion of the
transmission wires. Ms. Hunscher
indicated that a contractor’s yard was permitted in the other “B” zones, but
not in the B-6 zone.
Bob Oostyk Esq explained that
the pre-existing non-conforming use was determined by the courts to be an auto
salvage yard use. Any storage activity
is not within the scope of the pre-existing non-conforming use and the Township
cannot administratively hear this; the BOA is the appropriate jurisdiction.
Mr. Boswell was concerned
that the PSE&G contractor had a tight deadline and could not apply to the
BOA. He asked whether the care storage
for 200 Hondas on 70,000 square feet with 20 trips a day would be another
option. Mr. Oostyk said that he would
look into it an issue a memo. Ms.
Hunscher said she could not issue a permit since the use is not expressly
permitted by ordinance. Mr. Boswell said that any interim use would be limited
to a period of two years since he is still looking to develop the property with
a retail use. If an interim user is not
found, the alternative may have to be ramping up the auto salvage operation.
The subcommittee denied the
waiver request since a site plan was required and per the Township Attorney so
was a use variance.

operation 7am-6pm Mon-Fri – 5-7 employees - signage requested
The subcommittee unanimously
approved the waiver request.
PMISC12-19 S&D Assoc. – 628A Main
Rd. – B: 40, L: 52 & 53 – TC-1 – insurance
office 520 s.f. moving from downstairs to upstairs – hours of operation Mon-Fr
9am-4pm; Sat by appointment – 3 employees – new signage requested by door and
on side of building
The subcommittee unanimously
approved the waiver request.
Sovereign Bank - Discussion re: signage, landscaping, sidewalks
pre-submittal review
The subcommittee agreed that
it would be more appropriate for a formal submission to be made and have the
Board Professionals review and comment on the application. Ms. Hunscher will send correspondence to
attorney to this effect.

There being no further
business to discuss, the subcommittee adjourned at 9:35 a.m.
