MASTER PLAN MINUTES OF DECEMBER 10, 2009

BUSINESS:
Review of Schedule
for Completion of Master Plan & Completion of Zoning Ordinances
Concerns noted as
to the amount of variances being considered and/or filed, and that the Board
needs to at minimum finalize the Master Plan to help the Board of Adjustment
with their decision making tasks. Mrs.
White had asked Mr. Burgis to provide a proposal for review of Rt. 202
corridor, excluding the Towaco
Center since this element
is already adopted and in place. Mr.
Burgis indicated that we can do these studies at the same time with the Master
Plan since they will eventually all link together so it would work well. He feels the study of the Rt. 202 corridor
would be east of Towaco and west of Towaco to adjacent town borders. He indicated that this would take about 90
days to complete.
At this time, they
are working on the Housing Element and finalizing all of the ordinances and
documents needed for the Highland’s
Preservation; this is all covered or will be covered by additional grants.
There is no deadline for completion of these items. We need to consider if we want to implement
these same types of ordinances in our Planning Region, noting many of their
ordinances already exist in our code book.
Mr. Burgis
indicated as part of his study, he will review those uses that appear to be
coming in to the community or interested in the community, either because of
economics and/or larger vacant buildings (i.e. aged restricted housing,
warehouses for church use, retail in industrial).
The following time
table was set to allow the Master Plan subcommittee to work on these studies:
Study of Rt. 202 corridor (east & west of
Towaco – Towaco Center not part of study)
Tuesday – February 9, 2010 @ 8:30AM
Tuesday – March 2, 2010 @ 8:30AM
Target
date: completion of study for the
Planning Board meeting of March 25, 2009
Housing Study
Tuesday – January 26, 2010 @ 8:30AM
Tuesday – February 23, 2010 @ 8:30AM
Mr. Burgis will
need to have all roadway improvements/plans whether local or Morris County
sent to his office so that he can incorporate these into final studies. He also indicated not only should they be
part of the Master Plan, but they should also be part of the Official Map of
the Township.
