BUSINESS:
Discussion of Rt. 202 corridor
Mr. Burgis summarized the map prepared for our study of Rt.
202 consisting of 3 miles, 276 acres and involving 103 properties. The extent of the study does not involve the Towaco Center
area, but does extend to border of Boonton.
Emery not included at this time, except for road frontage lots. Map reviewed indicating zones, non-conforming
uses and helps in analyzing how to determine certain zones. Where there is a concentration of stars in
one area that is indicative of the need to review that area and zoning in
greater depth as well as those areas which have uses that are not permitted use
in current zone classifications.

line in study near corner of Traits to review how this property involves itself
with the corridor. Zoning was changed in past to a zone that would prohibit
retail due to traffic concerns.
How is our master plan going to be affected with changes with
COAH and DEP changes?
Discussion ensued on master plan provisions, offering some
specific design features which will allow for the type of design elements to
enhance the site. Whatever the use, we
have to design parameters and inclusion of the streetscape policy we have been
using. We also want to make sure to link façade styles together so that there
is a consistency in smaller area rather than a mishmash type of look. Existing residential will remain permitted,
with areas redefined.
On certain uses, we may wish to consider supplementary
regulations and find a way to control entrance/exit on smaller lots. Specific uses not discussed at this time but
we do want to make sure to include statements that give incentives to
consolidate properties for the purposes of decreasing of any traffic,
impervious and other issues. Discussion

Agenda schedule is set for both Rt. 202 study/Housing
Element. Housing Element is done for Highland’s submittal done
March 1. Next Tuesday February 9th
we will review this document at Master Plan level.
Secretary has agenda schedules noted for either or so that
we can decide those mornings which work product is ready for discussion. The Planning Board meeting will not be
cancelled for 2/11/10, and we will use that meeting night to look further at
the Corridor study. Scheduling
discussed. Tuesday 8:30 PM and regular
meeting next Thursday for master plan studies.
